He recognised that the Auxiliary Departments, which he had organised, and perfected between 1810 and 1814, must be the first to disappear, and he designedly scattered the Three Arms by small detached units, in secluded barracks, to save them from extinction at the hands of Parliamentary Economists; he tried to
preserve a small army by hiding it.
